ok no river.. I first will use:
(Suiton: Ja No Kuchi) - Water Style: Water Snakes Mouth

Description: the user uses a nearby water supply to infuse the ground with water, transforming the hard ground into mud. This changes hard ground to mud (which contains a lot of water) coated soft ground and allows user use the mud for any kind of mud jutsu and water jutsus (not stronger than A-rank)
Note: there must be a big water source nearby
and then I use:
(Doton: deido torune-do) Earth style: mud tornado

Description: The user first need to create a mud source. The user makes mud spin and form a tornado by flowing his chakra to mud, the tornado can move can only in area in which is covered by mud, but his type of tornado is unblockable with water jutsus cause it just goes trough them.

in a large area around Kazuku and i..your tornado can't move where there isn't mud
