Except that's a baseless claim with nothing backing it. For the sake of your argument lets say he actually needs the chakra of every bijuu to go RM mode the plan is for him to keep a small portion of each to be a meeting place. You honestly think a little extra bijuu chakra would make him superior to madara and on par with kaguya?
