he also put the seals down on 631 pretty quickly.
The seals don't take a long time to set up...

Genjutsu is manipulation of the target's OWN chakra, within their brain, using the eye to eye contact to establish an initial connection. I guess Minato might be able to teleport out of the range of an established genjutsu? But blocking it? It'd be easier to just look at the ground.

Don't deny the Manga, firstly he was off panel meaning that we wouldn't have seen when he made the hand seals and it is a requirement to form the barrier. ​
