You need two eyes to unlock it, Madara used his avatar without his eyes after it was unlocked, and he was able to because the brain produces Sharingan chakra.

No matter what anyone tells you, it was a huge asspull that required an explanation to be formed by the fans after the fact, which is the literal worst way of presenting an ability in a fictional work.

I'm not debating this again.

The brain is responsible for dojutu, not vice versa. No brain = no eyes, but having the brain = having the eye chakra. Without Hagoromo's eyes Madara's brain was still able to produce Sharingan chakra, therefore he would still be able to activate Susano'o because it's activated through the user's mind, not through the user's eyes.
