I'm also somewhat perplexed; when and where has Sasuke ever used Tsukuyomi in an indubitable manner? He has never announced it's usage like he does with all of his other Mangekyō techniques. I therefore reason that Sasuke does not possess Tsukuyomi—though it's possible his acquisition of the Eien no Mangekyō Sharingan allowed him to 'inherit' Tsukuyomi from Itachi's Mangekyō; in a similar fashion to when Itachi transplanted Amaterasu into Sasuke.​

Sasuke doesnt have tsukuyomi, now with that being said I think you just need 2 different eye techniques in order to awaken it (a reason why it would be rare). Anybody who says otherwise show me madara using tsukuyomi or ama, only then will I consider your theory to be correct.
