What I meant was, after the arrow is fired, or any arrow in real life, the moment after it is fired is when its speed is at its highest and then air resistance slows it down afterwards. On the other hand, to reach top speed, a human first has to accelerate from rest and then they can maintain that speed, until they get tired of course, since air resistance/friction isn't slowing them down.

An old geezer easily reacted and his fodder Mokuton was faster than the arrow. Base Ay is faster.​

Well growing some mokuton from your arm to shield right in front of your face doesn't take much distance for the mokuton to travel unlike the arrow which travelled a larger distance in the same time interval. If base Ay is faster than the susanoo arrow, that means base Ay can stop Kakashi from forming hand seals

The Mokuton didn't grow on its own. It grew by Danzo's will and control. Since Danzo seen the arrow, he blocked it via Mokuton. Zetsu did say that Ay is fast on base.​
