When the arrow is first fired, it is at its max speed whereas Ay has to accelerate himself to reach his max speed. However, Ay can maintain the speed for longer and isn't a one burst blitz since he can travel in different directions unlike susanoo arrow which is linear in motion. Ay would easily sidestep a susanoo arrow though.
