Super chakra ability/mass shadow clone ability~RPG bio's and battle arena

I am suggesting that people should be allowed to have a high chakra ability(kind of like how naruto has higher chakra then everyone else) so they would have like 2 times higher chakra at gennin, 3 times higher at chuunin etc. Or something like this. I think this allowance would count as a kekkei genkai in the rules, even though it isn't actually a kekkei genkai. The purpose is to be like naruto and have super chakra. And it would also allow people to use the shadow clone jutsu better, because the shadow clone jutsu distributes the chakra evenly so just by creating one clone half your chakra is gone just like that.
