So with my Zabuza bio am I allowed to learn snake summoning or no? And does that affect learning different elements aswell

If a canon bio is not shown in the anime/manga to use that skill, it cannot. So in short, no a Zabuza bio cannot have the snake summoning on it.

Yes. In our RP, we can all the basic elements [fire, water, lighting, wind and earth].
