Erm... Send Sui Chakra into the Water.
Make the Water underneath it's surface to rotate in small areas.
Faster and faster.
Direct the Small areas you rotated at a high Rate up from the Water thus hitting your Opponent.

As the water spins faster, I send several (like 4) vortexs of spinning water which rise out of the water and goes directly towards my target which crashes onto him.

Okay, Im pretty damn sure I got it right this time. I checked the fight where Itachi used this so I know what it looks like now ^_^
