Well, it's one of the two most versatile elements.
I have but one rule about training, keep the replies at a 6 sentence limit as my attention span isn't the best xD. But anyways sit over there on the lake and meditate. Get a good sense of the water around you, release your chakra into the water, feel the water and try to mold your chakra to what the water is by describing the properties your chakra tries to form to.

Description: After the user performs a series of 3 hand seals Rat → Dog → Ox, the user creates a whip of water that can be used to strike the opponent with a lashing action or wrap around the target to bind them. This technique can also have lightning techniques channeled through when they have bound their victim with the water whip.

Advantages
Good for binding, choking and striking people and then using a lightning technique on the water whip to increase damage.
Can be used to pull yourself away from an attack if used correctly.
Disadvantages

It can be countered easily with chidori nagashi, even tho nagashi is lightning you wouldn't shock yourself from the water since nagashi is 2 ranks higher it would make the whip disintegrate.
Can be countered with several other jutsus.

*I perform the "Rat → Dog → Ox" handseals as I release water chakra to my dominant hand and as I release it into my hand and out as it extends forward I use chakra/shape manipulation to turn the water chakra into a whip made of water and as soon as it forms I use the whip to throw it around the clones neck and pull him towards me slamming him into the ground*
