Gather your chakra and mold it into water release chakra, then channel the water chakra to your dominant hand and release the water chakra, you then form the water chakra into actual water and release it as a jet stream of water from your hand, give it a try and attack my clone.

Technique Performance: Ready to launch an offensive, Neji begins to gather up a sufficient amount of chakra into his arms and deeply concentrates as he transforms it into water. After doing so, he channels the built up chakra into his dominate hand and releases it. As the suiton chakra is leaving his hand, Neji uses shape manipulation to form it into a powerful jet stream of water.

Advantages: Doesn't require hand seals nor a water source.
Disadvantage: Only goes up to short range.

Technique's Speed: I would rate this as fast as no hand seals are required.

Counter: I would counter with a doton wall by using "(Doton No Jutsu) - Earth Release Technique."

Description: After waving the Boar → Dog → Horse → Tiger hand seals, the user will gather a large amount of water to form a large spiraling stream of water. It can be guided to strike a target in a number of angles.
Note: Requires a nearby water source.

Start by gathering your chakra and then focusing it into a nearby water source, allowing yourself to manipulate a portion of the existing water, you then form the water into a spiraling stream of water with which you use to strike my clone down from several angles, give it a try.

(Suiton: Suishi no Jutsu) – Water Drowning Technique

Technique Performance: While positioning mid range from his opponent and not to far away from a nearby water source, Neji begins to gather up a sufficient amount of his chakra and concentrates to transform it into suiton. While he is doing so, he simultaneously starts to weave the necessary sequence of hand seals [Boar → Dog → Horse → Tiger]; molding his chakra with each movement. Immediately afterwards, he focuses his water chakra into that nearby water source and by doing so, he uses shape manipulation to form a large body of water into a spiraling stream of water that is guided to attack my opponent in several angles.

Advantages:Can attack my opponent in several angles, and it can go up to mid range.
Disadvantage: Needs a water source & hand seals, and it can't go into mid range.

Technique's Speed: I would rate this as medium/slow because I would need to create my suiton chakra, weave the hand seals, transfer it to the nearby water source

Counter: I would counter this with "(Doton: Iwa no Hogo) - Earth Release: Earth Shelter Technique" because it can protect me in all angles in which the water will attack me.
