Why not yo? as soon as the water is summoned below the user, the user will channel A rank Earth chakra into the water which has A rank water chakra of the opponent. Wouldn't the A rank Earth chakra nullify the A rank water chakra of the opponent and Increase the weight of the water so that the opponent will not be able to manipulate it anymore?
Question :
Say the opponent is surrounded by water body and the I make the vortex to raise up the opponent. Once I do that and disperse the vortex, Can I use the previous technique by skipping the first part of the technique?(water dragon Biting explosion) Since the first part of the previous technique requires a water source to be summoned below the opponent and raise them up to the air and that condition is already achieved by this technique. so yeah can I just continue with the water bullets from the below water source and then forming a dragon and taking down the opponent?
It was discussed a while ago, that technique has no effect against water. You can't just, perform half or one part of the technique, in most cases at least. So I would say no just to be safe. You can ask dork if you want.

1. I now start to concentrate a large amount of water chakra. With the large amount of chakra gathered, I now release the chakra from my mouth. On releasing it, I nature manipulate the chakra to form water and the shape manipulate it to form a very thin stream of fast moving pressurised water.

With the Three headed dog approaching me, I now with release the water stream turn my head in such a way that the water stream is moved in a slashing manner which cuts the dog into two slices. but even after cutting the Dogs start to multiply.

With that Created direct that stream of water towards senpais swimming pool. the extreme force of the water torrent does massive damage to the filthy crabs occupying the pool and disperses them and fills up the big pool with full of water. I then take a Quick jump inside the pool of water.

On expelling the chakra I now nature manipulate it to for water and the shape manipulate it to form a densed and very large wall of water which intercepts the incoming flames.
