Shikamaru stomps on Suigetsu low difficulty.
Shikamaru has scrolls that have spells inside of them.
Remember the Kakuzu and Hidan vs Kakashi and friends fight?
Shikamaru had these magic scrolls that contained elemental magic.
In those scroll contained electricity, which ultimately counters Suigetsu.

I would like some more Info, does Suigetsu have the executioner's sword? Or a different one? Or does he have no sword?

Since Suigetsu has his sword, I don't see Shikamaru winning here. I love Shikamaru as a character, but I feel he fights best when he's in a team. With such a short distance, Shikamaru would have one option, and that is to fall back and try to put some distance between himself and Suigetsu, but Suigetsu's just going to swing away at him, I don't see Shikamaru winning here.
