Suigetsu wins this one unless you give Shikamaru prep time. Even then it's debatable.
There's not much Shika can do here.

Since Suigetsu has his sword, I don't see Shikamaru winning here. I love Shikamaru as a character, but I feel he fights best when he's in a team. With such a short distance, Shikamaru would have one option, and that is to fall back and try to put some distance between himself and Suigetsu, but Suigetsu's just going to swing away at him, I don't see Shikamaru winning here.
