Suigetsu has barely got his hands on the majority of the blades and has all the same abilities his brother owns. Suigetsu never developed enough to compete.

Much. I'm guessing you're limiting Mangetsu's summon? He can summon all of the swords to himself. Also Suigetsu's Executioner Blade isn't going to be very effective as Mangetsu can liquefy and doesn't have blood so he can't fix the sword.
It'll come down to a water fight like against Killer Bee.

Yeah..Mangetsu still has the hydrification. And no biggy, not as if either of the blades are actually going to hurt one another. There's only one sword that's hurt them and that's Kiba, the double thunder fangs.
