I mean, he's strong, but I don't think he is kage level material, so I agree he's Jounin level, but let's not get carried away and make him the next overrated character, one hit from Neji and he's done for.

I think the S-Rank is just what they call high ranking/dangerous Missing Nin's, it can vary from Jonin - kage level.

Seriously, Suigetsu is low kage level. He easily beats Tsunade, and most of Konoha's jounin for that matter.

Suigetsu is there with Asuma.
His liquification is cool and all, but it too takes chakra to do.
He can run out if the opponent continually barrages him.

Sugietsu takes down - Hidan (he can't get blood from water), Sasori (poison doesn't affect water), and Zetsu (white zetsu are decoys, black zetsu can't hit him)...

that's 3 S Rank Shinobi he can take down...

He's good because you literally can't hurt him without electrocuting him or evaporating him. So really 2 out of 5 elements work on him, and 1 he can use against you.
