I'd give him atleast jounin level the only
Way to beat him is to use a high level raiton technique

Psychical damage fuuton, katon, suiton all useless.

He can strenghten his body parts using water
If he is in water you cant see him.

I disagree. You only said Tsunade because its a bad match up for her. this does not prove suigetsu is high jonin. He would get killed by anyone jonin level if he does not have a source of water. people forget he needs to stay hydrated. if he runs out of hydration, he dies. he runs out of chakra he dies. hes mid Jonin level

even Kiba can defeat him with high diff U_U

there are many other suiton users who are far better than suigetsu like chojuro , zabuza , kisame , tobirama and Utakata U_U
