Probably he could. But he didn't really have a reason to kill Sasuke right there. And I doubt Sasuke even knew of such a technique. So of course he wasn't taking Suigetsu seriously.

As seen in one of the latest chapters, Suigetsu could deal with Juugo pretty easily all along. So I think he could be much stronger than assumed.

sasuke is obviously not threatened, which means 1 of 2 things.

1. he knew suigetsu wouldnt shoot
2. He wasnt scared of him even if he did try something

besides, suigetsu has never used that technique, so until he uses it, then he doesnt have it
