Well since they are from the same clan and both the 2nd mizukage and suigetsu use hydrification technique I reckon he can definitely do it. Also Suigetsu has made the same gesture as the water gun technique multiple times. Once against sasuke's head and another time in the anime when someone bumps into him when they were looking for zabuza's sword but sasuke tells him to stop.
