Just a suggestion
Hi Guys, I will not be participating on NB anymore, I howe ever would like to make a last suggestion.
The ideas that I post is a mixture from a lot of people's ideas, please give credit to everybody. They all have great ideas.
1. First of, different villages.
Make different villages for everyone. like Madara said, Village Fire, Water, Sand ect.
Each village have only one Hokage. Each person can not participate in more than one village.
2. Create clans inside the villages
Everybody picks a village, and inside that village a group of clans are created, these clans compete amongst each other in order to send a participant to represent their clan to apply for the hokage position for that village.
After a person have chosen a village he wants to progress in he looks for a clan with similar people like himself to belong to.
3. Test to become Hokage
There will be different test to participate within every village, in order to proceed you will need to be amongst the top, if you drop out, you drop out and a rank is assigned to you, and you need to wait for the next elections in order to proceed. Just a suggestion, lets say that the elections are held every 4 months, in order to go up the ranking ladder, or DOWN, meaning if you dont perform, you dont grow. This is also to give the newer generation the ability to compete.
4. Test
The test consist of different aspects, to ensure that the person is a real Hokage, not just one with lots of jitsus and no brains, or lots of brains and no jitsus, also somebody that is not actually liked. Like I say, this is a elimination game and will be held every 4 months in order to keep the balance. You need to score amongst the top to proceed to the next level.
1. Knowledge base (This is to determine the knowledge of the person regarding Naruto, the Hokage is not Stupid?. You need to score above 75% in order to proceed, people that drop out in this round are considered gennin )
2. Preliminary fighting (Everybody begins with the same amount of Helath and chakra and need to win his opponent inorder to proceed, if you lose you drop out and are considered a chuunin, This test is to determine if you have what it takes to match up with someone with equal health and chakra and have the wits to counter your opponent. No speciallized/ Custom Jitus may be used, jet

)
3. Voting (Yes everybody, this will also be included, but to eliminate the possibility of someone cheating, only the people that have dropped out during the Preliminary fight are allowed to vote, this test is used to determine if the person is liked, if the person is an @ss, he will not be chosen, thus be careful how you treat people, a Hokage is a respected person ) Only the top four will proceed, and this pole will indicate who voted for whom, so be advised!!(People that drop out here are considered Jounin )
4. The fight (At long last, this is where you will have the ability to show your worth, you will fight in a tournament match in rotation with the other 3 participant in order to become Hokage, the person whom won the most matches is considered the Hokage, the dropouts are is co leaders and advisors. they will be the ones to follow up the Hokage, should anything happen to him/her during his ruling time)
5. Ranking within villages
The ranks of a person is determined by how far he progress in the tests, if the person fell out near the beginning of the test he is classed as a gennin, the closer to the end he becomes the Hokage if he is the all round best of that village.
The Hokages have rule over the village except if all 3 advisors rule against him, if one rules with Hokage, the Hokages decision stands.
6. Leaving the village.
Participants cant just leave the village, if you decide to move from one village to another, you need to inform the Hokage, andthe Hokage of the village which you want to move to needs to approve of it first before a move like that is allowed. Otherwise you will be considered a missing nin.
I hope you like these rules, I have taken a long time to develop them in order to get a free and fare election. These are suggestions.
