Ok talking of stupid i will say raikage orochimaro and danzo[from the most to the least] first am saying danzo is stupid because he had 1st wood element, shisui eye, wind element and ten sharingan for izangi [i.e ten opportunity to excape death] and he was still trash that much by sasuske [kakashi with one sharingan will have impressed us much than that] i understand the fact that he was conserving his chackra for madara but he wil have had more glory if he kills sasuske with all he had and die in madaras hand than not succeeding in killing any1 at all.
Orochimaro was stupid because he actualy thought sasuske of all ppl who was a proud uchiha will just allow him to have is body just like that [at least oro should have a plan B incase sasuske tries to turn against him but obviously he didnt.
The raikage i said was stupid because he was a kage, fighting a jounin level ninja[sasuske] and he lost his hand and was even willing to loose his leg on an attack that he is not even certain will kill sske [susanoo wil have reduce the effect of that kick] and it was even stupid that he was willing to go that far for an unconfirmed kb death.

Sasuke isn't a Jonin.lvl, he is a Genin with Kage powers. If Sasuke died by the hands of Danzo, the manga would end there?. He was just a filler hero/villain. Also, Orochimaru didn't have plan B because Sasuke had his curse mark, so he believed that Sasuke was fully bound to his will.

that's why they fought on even terms after sasuke fought all-out against someone who was kage-level and had like no chakra at all. one amaterasu or three arrows and kakashi would have been dead. naruto is kage-lvl too.

and yes, they are evils in naruto, they are all the time doing stupid things. kakazu had 3 hearts and saw one jutsu that could crush them all, and as a result he drew all of them together, so that they will definitely go down in one shot. hidan is retarded by definition. pain was to stupid to evade a simple rasengan after evading rasenshurikan seconds ago and afterwards sacrifices himself to revive others instead of waiting half an hour until he has enough chakra and then use the jutsu. even worse, he gives up his idea of peace because naruto tells him that naruto hasnt any idea at all but he will think about it. sasuke counters danzos punch at the begining of the fight with his most chakra and eyesight draining jutsu.

considering these points i think that oro, danzo and raikage act quite reasonable, especially since you could assume that oro thought that sasuke will run out of chakra while fighting itachi, danzo may have wanted to survive the fight and raikage wanted to avenge his dead brother.
