But his attack is a one time deal. It would explode, he absorb the blast and as soon as the attack is over it reforms agian.

The jouki boy is just a clone, a jutsu in other words, so the shark bullet would take it up and use it to become larger. And why do you think that the Mizukage's jouki boy would be able to withstand the shark bullet blast? As far as I am aware it is not indestructible.
