Strongest to Weakest out of All Kage

Who would you say is the strongest to weakest out of all Kages ever from all villages ?
Including Hashirama. Orochimaru is included too. Only Kages who we have seen in combat. Danzo is counted.

Kages not included:
First Tsuchikage
Second Raikage
First Kazekage
Second Kazekage

He could be classed as the Kage of the Hidden Sound. But nevertheless I felt like adding him.

I didn't. Above the list it says "Kages not included" because they have no fighting feats.

i dont know why orochimaru is included, maybe its because at some point hurizen wanted him to become hokage, then he change his mind to jiriaya because of oro behavior.

orochimaru should be in the bottom part of the list, i mean we haven't seen any ninjutsus from him, his hands may look find, but we cant assume they are, only summoning technique he's being doing all this time.

yep this is my list, flame all you want, i have done this base on what i have seen so far, some of these kages we have never seen in action, and we cant overrate them because of a stupid title. THESE DAYS TITLE HAS NOTHING DO WITH BATTLE SKILLS. kakuzu was taken out by a child (shikamaru) and he was darn powerful.

How is Mei the weakest when she has 2 KKG...Clearly it's Danzo he is some complete and utter garbage who was defeated 11 times in one battle by Sasuke and some of those were he was getting hit with shuriken no other Kage would lose or die from shuriken sorry

OK i honestly believe in strength she's not, but because she lacks will power and easy to give up thats why most people consider her to be weak.
