Strongest to Weakest out of All Kage

How is Mei the weakest when she has 2 KKG...Clearly it's Danzo he is some complete and utter garbage who was defeated 11 times in one battle by Sasuke and some of those were he was getting hit with shuriken no other Kage would lose or die from shuriken sorry

you have a point, plus I dont feel like we seen all of Mei's power, but still she falls near the bottom of the list

OK i honestly believe in strength she's not, but because she lacks will power and easy to give up thats why most people consider her to be weak.

Ok I'll agree with that she is the weakest mentally...but at one point all the kages doubted their abilities against Madara

Thanks bro...Mei definitely has more potential than what we have seen...unfortunately her screen time went up against Madara...who made all the kages look fodder...if she fights a regular shinobi up to Kage level we all might have a difference of opinion
