İf Hyuuga's fighting style counts(it is said to be taijutsu), Hiashi comes close second.
Then Lee and Neji.
Bee and Mifune's swordsmanship might count as well.

Madara - Anime. We didn't see him use any Sharingan abilities until that one guy that was about to get him with the sword.

Hashirama - He's a Senju, he has a lot of physical strength and they practiced taijustu daily.

Lee - Obvious.

Gai - Obvious.

Third Raikage - Body with out lightning armor is pretty much unharmable.

The problem is Madara's sharingan was still reading movements for him.

Yeah I decided to say no as they do inject chakra in battle. Even if they chose not to use the Byakugan they can still fire in chakra, but that does still exist as a form of using chakra/ninjutsu.....

4. Lee/ Neji

5. Senju (physical strength is super human)



I would say Bee and Mifune wouldn't count as they use Kenjutsu as opposed to Taijutsu.

I'd probably put Hanzo, Mifune, and Bee in there as their Kenjutsu/Kusanagi jutsu are amazing. Probably right after Lee as they would also refer to using other moves aside from blade play.

5. Hanzo (at his best beat a more youthful Mifune)

6. Mifune (I'd say the best with a Katana)

7. Bee (best sword player after that)

8. Neji (his lack of Byakugan would probably give these guys an edge IMO
