That's much more impressive to me than Kakashi who has hundreds of jutsu, a mangekyou sharingan, one of the most OP techniques in the Narutoverse (Kamui), the ability to use water, lightning, and earth ninjutsu, etc.

Might gai is the only real choice here. His taijutsu is probably the only in the narutoverse that can actually effect a susanoo without the aid of ninjutsu.

Madara - Anime. We didn't see him use any Sharingan abilities until that one guy that was about to get him with the sword.

Hashirama - He's a Senju, he has a lot of physical strength and they practiced taijustu daily.

Lee - Obvious.

Gai - Obvious.

Third Raikage - Body with out lightning armor is pretty much unharmable.
