Naruto Pein and Sasuke are all quite powerful but none of them really fight in the air.

Gaara pretty bad ass but he got taken down by deidara and deidara has the most experience.

Then you have Sai who is also experienced in the air and is anbu. Would have loved to see a fight between deidara and sai. I think Sai wins by an eyelash.

i think that a flying sasuke with amaterasu would be a threat, if he did fly around and just spam long range attacks like deideira did. but he always loved close combat.

the problem for deva would be that he would be in his 5 seconds where he cant do anything after pushing himself in the air

i would say sasuke ...deidara don't get any chance infront of sasuke..especially after getting (ameterasu,sussano and other new abilities) he is nearly unbeatable

Yeah. I'm just thinking more of the potential combination's he could do with his hawk summoning.

Well it looked like he held himself there for quite a while. But yes he'd need to work in conjunction with the bird summoning and the pains on it to not be entirely defenseless in the air after using one of the jutsus.

Pain, Garra, Sasuke, Diedera, Sai, Naruto
I went with this order because Pain is the strongest even though he was defeated by my favorite charcter in Naruto I am not blind to the fact that Pain was not trying to kill Naruto and had fought several of the leafs best and destroyed the leaf before Naruto evere came around. Garra has that sand and if Diedera didn't try to blow up the village Garra would of waxed that ass Sasuke next becuase he trumps Deidera but Garras sand has proven stable enough to sustain damage form Amaterasu. Next is Sai who if written correctly could easily have some jutsu for that ass in the air with limitless beats he can concoct wiht the tip of his ink pin. Naruto last because he can't fight in the air as easily as the rest could sure he can close a gap when he needsbut so can other shinobi like Kakasi with Kamui or Neji with air palm ect. If ther are those who disagree I would love to hear why as this to me is the most accurate list out of the candidates mentioned above.
