So it seems that Sasuke has rejoined a very select group with the ability to fight in the air or more specifically, a group that have the ability to use birds that think on their own and can outmaneuver many different type of long range jutsu's with ease. It's different now from Hebi Sasuke as Sasuke has MS this time and is quickly advancing in mastering it's different uses. Sasuke's hawk could also use some elemental jutsu that could be fuuton based.
So who would win if it was forced to a battle royal/dogfight in the air?
Gaara - Gaara would have one of the strongest defenses in the air with his ultimate defense and can easily manipulate his sand into crushing limbs and knocking down his opponent.
Deidara - Deidara has a more limited amount of attacks that he can deal but each attack has a greater AOE then the other opponents. He most likely has the most experience fighting in the air and can make additional clay objects that can fly and also seek and destroy.
Sai - Sai is skilled in making many different type of ink creations and like Deidara can probably make a flock of flying birds to attack at once.
Sasuke - Sasuke can deal heavy damage with his Amaterasu or one of long range Chidori variants and would be one of the few to try a genjutsu in the air. Susanoo would be too large for the bird summon but he would be still able to use the rib defense that he displayed against the Raikage.
Pain - In that pic, you see for comparison how humongous that bird actually is. It would easily be able to carry all 6 pains plus Deva Realm himself can fly. Pain would have many different angles covered with his six pair of eyes and has long rang missles from Azura Realm, defense against ninjutsu's with Preta Pain and can force opponents off with a Bansho Tenin from Deva Realm.
Naruto - Naruto hasn't exactly shown what he's capable of in the air but that image of him training with Pa shows that he can easily breach gaps in the air with his numerous KB's. Also factor in that he can fight always call on Gambunta who can also leap high into the air and shoot down opponents with his oil.
