Exactly even Kage's die. Their are strong ninja in Naruto who don't hold the title Kage but can easily kill one. And Kage's can't exactly fight armies excluding 3rd raikage he's an anomaly.

This shouldn't be a thread when it comes to strength the hidden leaf. The hidden leaf produces the most powerful ninjas they produced 2 god of shinobi hashirama senju and hiruzen sarutobi not to mention the Sannin minato obito naruto sasuke itachi Gai the leaf is by far. Throughout the entire series the hidden leaf has practically been at a weakened state and they are still technically the strongest neck to neck with the cloud
