Kenpachi = the name given to the strongest shinigami of that Era. Meaning Unohana was potentially stronger than Commander Yamamoto.

And now the Kenpachi from the Zaraki, the Zaraki Kenpachi is the strongest shinigami baby!!!! LETS GOO!=D

It's just a title. In Naruto, Kage is supposed to be strongest in village, but it's quite often that some shinobi be stronger than kage. Also Kenpachi before Zaraki was pretty weak also title "Kenpachi" and Kenpachi being stronger in generation is bullshit, Aizen and Urahara are pretty much strong, but no one of them got that title, Hitsugaya for example is very young (far after Zaraki's generation) but didn't get title Kenpachi.
