Even without the arms, he gave both Jiraiya and Tsunade a run for their money. And funnily enough, it was Tsunade that turned the tables, not Jiraiya, who was practically useless in that fight.

Tsunade was rusty and Orochimaru had useless arms. Also, he only felt the repercussions of being drugged early on. At that point, he couldn't summon a large Frog because of it. It is stated in the manga. As soon as he summoned one, the drug had cleared out of his system.

Tsunade and Orochimaru had far greater inhibitions placed upon them, the latter even more so.

I'd say it's Tsunade. Her feats seem a lot better in part 2 when compared to Jiraiya's and Orochimaru's.
It was even confirmed that Tsunade can kill Orochimaru.
Jiraiya could never activate sage mode vs Tsunade, which he need if he wants a chance to defeat her.
When Tsunade landed the hit on Madara this whole thing became clear, Tsunade is the strongest one.
