In terms of raw power level with skill it would be

Jiriaya, Orochimaru, and then Tsunade. Oro's only technique that helps him is Edo Tensei and his regeneration abilities but if Jiriaya uses his Sage Mode he could win lol.

Immortal or not, for the time period if Jiriaya fought against Orochimaru Jiriaya would win. Whywould he care if Oro came back 100 years later. Also if you have noticed he seems to be getting weaker as the series progresses. This is what I believe.
