I am going to guess and say that World Government Commander-in-Chief Kong is the strongest.

* Highest ranked marine
* old (old means power in manga world)
* huge, bit of a whitebeard like physique
* covered with scars so he knows how to fight

we dont know anything about kong but it is possible that hes up their i mean yea he is the fleet admiral (ex) and gives sengoku orders so he must be strong so hes definintaly compareable

Ok seriously, i am the only one who thinks that blackbeard is probably the strongest out there being able to use 2 DF's now. O.O Yeah kong, shanks, and dragon are probably ridiculously strong, but i have a feeling that the man, who before getting any DF powers was able to fight on par with shanks, and now has TWO DF powers is probably able to take the others for a bit of a ride
