I don't think Itachi can be considered the strongest since both himself and Kisame agreed, the two of them together wouldn't be able to take on Jiraya. And, since Itachi is stronger than Kakashi, it can't be him. I'd have to say Jiraya is, and he only lost since he was up against pain who was using trickery if you ask me. He planned it imo since he only used 3 Pains and hid the rest. Whereas, with Naruto, he thought Naruto wouldn't be a match and used all six carelessly.

madara is the strongest after his battle with hashirama but if its living its tobi and kabuto. tobi becos he has rinnegan and sharingan and kabuto has so many kage lvl ninjas at his disposal that he is pretty much the strongest.

Otherwise...the Raikage is freaking epic.

As much as I like Jiraiya, I don't think he could defeat Madara. I'd say it matters more on match ups because some characters have an advantage over others.
