I have to go with Might Guy being the strongest Jonin because he is extremlly talented ninja and even if that fails he can always come back to his mastery of the eight gates

Kakashi and Guy are almost even. When Danzo died Kakashi was chosen for Hokage because he is very slightly weaker than Guy but WAYYYY smarter.

Anko is a Special Jounin, not a Jounin. And I think she is far from being the strongest. That title goes to Gai or Kakashi.
