I'm going based on feats and due to the lack of individual battles on Yagura's part I can't actually say what he can or can't due. So I'm using what I do know of him which is him being capable of going V2 and blitzing. I'm not trying to make up abilities for Yagura so I'm using what i do know and based on the limited skill set he has provided I will use what I see fit and based on that limited skill set it is to much for Onoki.

His only battle on-panel involved him being controlled by obito.so,like I said,his use of the 3 tails is unknown.honestly debating about him is pointless.

Resorting to trying to refute Yagura's status as someone who can control his bijuu shows that Yagura is above Onoki.

Anyways the manga stated he could control his bijuu, so saying otherwise is you denying the manga.

Alright but based off of feats he only has 1 base jutsu that probably wouldn't counter his jinton so his next step would be to go V2 based off of feats, nothing more nothing less just feats.

Key points:Minato beats those below him and potentially the 2 ahead of him but not the first 3. 3rd kazekage was said to be the strongest kazekage. Yagura was tricky, and I gave hiruzen the benefit of the doubt.

Yagura wasn't a perfect jinchuuriki. If he was, Obito wouldn't be able to cast genjutsu on him because perfect jins are immune to genjutsu.
