Strongest kage list

This is my list of the strongest kage in order. Please post your feedback, I'd love to hear your opinion :yeah:

1. Hashirama Senju
2. Sandaime Raikage
3. Minato Namikaze
4. Tobirama Senju
5. Mu
6. Onoki
7. Yagura
8. Gaara
9. 4th kazekage (assuming he can use all of Gaara's techniques with gold dust)
10. 2nd Mizukage
11. Ay
12. 3rd Kazekage
13. Mei Terumi
14. Hiruzen Sarutobi (old age)
15. Tsunade

Key points:Minato beats those below him and potentially the 2 ahead of him but not the first 3. 3rd kazekage was said to be the strongest kazekage. Yagura was tricky, and I gave hiruzen the benefit of the doubt.

Yagura should be above Onoki

If Yagura goes full Sanbi, he transforms into a massive tailed beast, making it an easy target for jinton. Onoki can also use his Super Weighted Boulder technique on a rock clone to sit on top of the Sanbi. The clone would be so heavy that the tailed beast can't move, or at least has to struggle to move. Onoki's rock golem also is massive and would delay Yagura long enough for Onoki to prepare a jinton and turn him into dust.

I'm talking about V2 where Onoki will get blitzed due to lack of speed feats.

Because yagura just pops v2 in the beginning of a fight right? Its the same as saying kakashi kamuis everyone to death.the truth is kakashi doesn't spam it without understanding his enemy's skills.just the same,you can't assume yagura fights a certain way simply because he has that power.

I'm going based on feats and due to the lack of individual battles on Yagura's part I can't actually say what he can or can't due. So I'm using what I do know of him which is him being capable of going V2 and blitzing. I'm not trying to make up abilities for Yagura so I'm using what i do know and based on the limited skill set he has provided I will use what I see fit and based on that limited skill set it is to much for Onoki.
