Strongest jutsu would be The Sage of Six Paths and his Izanagi. He brought the modern ninja world into creation with his jutsu, so its the most powerful.

Out of the living ninja: I think the One Finger Nukite is the most powerful if you dont know how to counter it. Only if its wielding by the Third Raikage though.

its actually i tough choice, there are many incredible jutsu's out there, and it depends if it is supossed for battle or wha its purpose is, but id say Hiruzen Sarutobi with his Dead Demon Consuming Seal (god of death).

i think chibaku tensei or
madaras jutsu / that one with the meteorite

and is izanagi a genjutsu or a ninjutsu?
im not clear about this
i think its something between that because you are not in a genjutsu like tsukyomi or kotoA
izanagi is something like a genjutsu for the "reality"/ s/t
