kakashi for sure (reasons apply to only konoha shinobi). he is unparalled in his ability to analyze a battle and come up with the best counter (better than shikaku and shikamaru because they are best at strategizing before battle not during whereas kakashi can do both at high level). he is unparalled in his use of ninjutsu and is considered the ninjutsu specialist of the village. can go toe to toe in taijutsu with anybody including Gai (no gates). people are going to say Gai because he can beat kakashi in 1v1 battle and that the only reason Gai isnt considered for hokage is because he is too crazy and doesnt think. but isnt thinking what makes kakashi the best? to me the person considered to be the next hokage is the strongest ninja in the village, and thats kakashi.

gai isnt stronger than kakashi,gai doesnt have as many tricks under his sleeve as kakashi has
