The 3rd is considered the God of Shinobi.

Using the concept Kishi uses of the new generation surpassing the previous, I would say the 3rd was stronger than the 1st and 2nd. I know Hashirama was special but Hiruzen in his prime gave the Shodaime a run for his money. If not equal then he certainly surpassed him. I mean he was able to fight on level with both brothers at his old age. I know he sealed them but before he did that he did put up a good fight.

Minato had alot of potential to surpass Hiruzen but well....we all know what happened.

well no danzo is strongest because he has mind control...shisuis eye...

btw, I wouldn't consider Danzo a Kage. That guy was a tool. U_U

But he can't go back on his word, during that fight with Orochimaru, all involved (1st, 2nd, 3rd, Orochimaru) look weak compared to today's Manga. at the time kishi didn't know how strong he wanted to make his characters, but now he is making his characters really strong so if he was to do flash backs on the past Hokage then he will make them stronger as well. plus, Kishi states in the Mange that the 3rd Hokage was stronger then any other Kage of his era. Ōnoki (3rd Tsuchikage) is a Kage from his era... get what i'm saying?

the 4th could use Death God as far as i know, so Death God alone wont make the 3rd the strongest.

ONE TECHNIQUE DOESN'T MAKE THE USER THE STRONGEST EVER. Endo Tensei wasn a supplementry jutsu, that alone can't make him the strongest.

I think the third is the strongest. Because he was nicknamed God of shinobi and it was said he knew all konoha ninjitsu. Plus Iruka said he was the strongest hokage the leaf had (In his Prime) Then I guess its the First, Fourth, Second, Fifth, Danzo

I like to think the Third was the strongest. In his prime, he was referred to as the God of Shinobi and could do technuiqes that would probably make the other four dizzy
