BAKAFU RANBU (when excluding Amaterasu obviously.) it's more powerful than madaras attack even though they were the same size for one major reason. The spinning motion! Motion creates heat and the hottest part of a flame is not the flame itself but the heat it emits. The hottest part of a rotating flame is the center an incinerating wave of HEAT and flame! While madaras is just a giant fireball jutsu basically.

Let me educate YOU the bottom of a flame is never the hottest point. The hottest point of a yellow/orange flame is its putter most region the top of it because it is releasing heated carbon. If the flame is spinning like BAKAFU ranbu the hottest point is the inside because it is creating a sucking motion the heat is trapped inside. This grants the ability to instantly hot box an enemy. It's not stronger than madaras by leaps and bounds but it is stronger.

I did misinterpret what you said however I was still right on one thing. The fire is not hotter than the heat above it look it up. The rotating flames are powerful enough to destroy the ground spinning only increases the range and heat of the attack.
