Jiraiya handled Konan pretty easy so she´s out, Mei is probably the strongest seeing that Tsunade is only fight close-range.

Mei and Tsunade tied for first (living). If Mito had the same abilities Naruto has now (it was hinted that she does), then definitely her and Kushina from dead.
