Its unique but Odangave it too a child. It still doesn't rival Kuma or Laws DF ...those are the most unique DFs in the series. I would say Luffys DF too if he wasn't the main character an I just saw himWhat about Sugar's?

The DF weakness is that the user can't swim, not water. If that was the case, no DF would have any effect on water, and all DF users would lose their powers in the rain. A DF that can control water wouldn't break the rule.Those examples have nothing to do with it.
The only rule of a DF is that it's weakness is water, the rest is up for imagination. How stupid would it be if Oda would break his one and only rule that he made himself. He already gave us fishman to meet in the middle, there will never be a water fruit.
His point still stands though, its unique. The user of the DF and how strong he or she is, is completely irrelevant. We won't see someone with a unique/OP DF AND who's strong for quite some time. Transform your arm into their claw arms, and you could mutilate, slice and spear the **** out of something. Fishmen look like partially transformed aquatic zoans, which is the closest you're going to get.
