He already used phasing on JJ Madara, and he couldn't catch him.
However minato is a different story
It was Obito's kamui that made him dodge the black spheres and enter his dimension in the first place, so I have no idea what the hell you're talking about.
Kamui is instant, every s/t is instant
Databook says that s/t surpasses all shuushin
Zetsu's mayfly that was said to be instant travel underground, was too slow for Obito.
Speed of light is instant
Jumping into dimensions is bodily movement
Traveling inside dimension is instant

Touching somebody and jumping to kamui isn't instant, when Obito phased his body parts into his dimension he moved at the speed of light towards Sasuke and itachi's powers

EMS Madara survive the full fight after he lost Kyuubi in the battle. EMS Madara should have happened weak and harshirama should have had energy to spare at the end of the battle if you say sm harshi is stronger then madara after losing his Kyuubi.
