Aaaaand that's? doesn't prove it to be in shikai form, it's only stating that it will be always like that.

Probably the main character shouldn't die right? Bleach would end. Let's see how he fought Nnoitra. He came into a realization that he can't die in Hueco Mundo right? The only thing he did is putting his left arm on the katana and he won.
Anyway, on the topic of this thread, the strongest captain after Yamamoto (excluding the defected captains) would be either Shunsui, Unohana, or Ukitake. The manga pretty much hypes them as being the strongest captains, especially considering they are the oldest captains (besides Yamamoto), and we all know the rule of anime. Older=stronger (except for with main characters >_>') Based on feats, I have to say Shunsui.
Kenpachi probably has the potential to be among the strongest, but since he lacks communication with his zanpakuto, his full potential power is limited.

Hrmmmmm alright here is my two cents lol 
Strongest Captain excluding Yamamoto and the previous ones would have to be Shunsui. He was the one of the first two to graduate the Academy when it was created thus making him one of the strongest but since his best friend and combat partner is ill that makes Shunsui stronger. Also when he was going to go Bankai he was stopped because "too many" would see it. Thus giving a hint that its something dangerous or highly powerful.
But including previous captains it would be a toss up between my personal fav.'s Shunsui and Kensei

yay, no matter how much i like kensei, i wouldn´t put him into same league as shunsui as we have seen his bankai and to tell the truth, i wasn´t impressed by it + to what jushiro told shunsui about stopping when he was about to use bankai, maybe it is something pervy too or something like SAKE BOMB xdHrmmmmm alright here is my two cents lol

Kyoraku is Most Experienced. Hence the Strongest.
Kenpachi is a Beast of Riatsu that's why He doesn't have Shikai ( I think he is always in Shikai Like Ichigo ) and Bankai ( that would make him Invincible )
Unohana is experienced and Is not Battle Type
Byakuya is definitely a contender. He doesn't have Kenpachi's Riatsu not Kyoraku's Experience. But he has got the Pride of a warrior.
Previous Captains:
1. Aizen was a beast Op'ed Haxxorz Basta.rd.
2. Gin was hyped but not so much.
3. Youroichi is definitely in the running I bet she can beat Kyoraku
4. Kisuke , I bet he can defeat Youroichi =|

yeah, well, Unohana was said to be master of Kendo somewhere (i think it might have been fillar maybe, not really sure)

battle of Shunsui and Kisuke would be very epic, same for battle of Shunsui and Yoruichi, but i am not really sure if she would beat Shunsui, same for Kisuke + let´s not forget someone like Shinji
