Yes, a strong enough Chibaku Tensei can take out regular Obito( non Juubi Jin).
If the CT is strong enough( not from Nagato, but a more competent user, Madara maybe?), the gravitational field would be so intense that anything in it would be torn to pieces.
The pressure of the pull would force Obito to be intangible since his teleportation isn't instant, meaning he wouldn't be able to teleport fast enough before being ripped into shreds.
The Roche limit (/ʁoʃ/), sometimes referred to as the Roche radius, is the distance within which a celestial body, held together only by its own gravity, will disintegrate due to a second celestial body's tidal forces exceeding the first body's gravitational self-attraction.
Also, while he is intangible, he would be dragged up into the sky. This was proven in his fight with Konan: even though he was intangible, he was still falling due to the earths gravity.
So falling upwards, Obito can't do anything so he would end up in the center. His intangiblity lasts for 5 min. At that point, The uses Izanagi but that would only last him an additional 10 min. So Izanagi isn't that useful here.
So as long as this strong CT can last more than 15 min, regular Obito is finished.
