Question One: Who are more likely to infiltrate successfully Impel Down without an alert?

They would probally be the best at it.

If the Straw Hats are going pure stealth... Robin and Sanji are the best bets for successful infiltrators.

In theory Chopper might if he's seen as a pet/animal. If you count using souls only, Brook could as well.

By stealth just in being sneaky/evading people/ impersonating people...

Nami coz of invisibility, robin coz of smarts n df, Sanji coz he's showed he is a good analytical dude at alabasta n buster call justice island. However bad*SS Zoro Cld intimidate n make all guards pass out by just by unsheathing Shisui n Luffy cld just haoshoku all the fodder n grin his way down(Zoro part was joke but in a what if manner).
