Aight LOL, the next is realize how storm works as we explained. Obviously everything needs to be proper to its use. Here is a good check list to make sure you got it.
- Energy based, so its very fluid
- The color can either be red or blue
- You can use lasers or clouds (the clouds can be dark in color with blue electricity or even red)
- It can appear anywhere since its mobile like water (battlefield, thin air, from the body of the user, etc)
- Its offense is capable of shock, paralyzing/numbing, and ripping apart solid structures
Also another tip, using outside inspiration (different manga for example) can be a use for making storm techniques.

Here are your tasks now. Go to the canon list, and show me different techniques you think can be made into storm techniques. Just post me the name, not the full techniques. Best look at energy based, and water/lightning techs. Add as many as you can, they should be unique and useful.

This technique is one of the most famous ranton techniques, basically by gathering chakra in your hands, you release it and create multiple laserbeams, sending the lasers towards the enemy. The lasers i belive can be guided, to avoid obstacles and such, so its a quite handy technique. Works both long range as well as close and whilst performing it, your hands are kinda surrounded by this white light. on the minus side, The bright nature of the traveling beams makes it hard for the user to maintain visions of the opponent whilst performing it and it will be very difficult to perform this technique on a moving target.
The brightness won't attack any vision, its cosmetic at best. Though it might be used as a flashlight to see in the dark as you attack, and you can aim it. So it can be used well depending on the environment. Also if the target is moving, you can guide the lasers, so you can still use it. Storm is fluid, it allows that. Any questions?

I gather a great amount of chakra in my hands and begin to manipulate it into my newly found, uniqe Ranton chakra, by combining my lightning and water natures. as i have the right amount i release it around my arms and as i do so they start to glow white, before releasing several blue beams heading towards a dummy and striking it on multiple places.

But a wind elemental technique can blow the clouds away.

Alright so very straightforward, the user would create thunderclouds to surroundhimself and these clouds would then be used either offensivly or defensivly, for example by fireing blasts of lightning or preventing the oponent from closing in on you because the clouds generate electricity. nothing more to say really.
I do got a few questions doe. How fast would the blasts of lightning move and to what range would they reach? Also what rank would the blasts count as?

Pretty fast, same pace as regular lightning. So lightning is considered the fastest element. However, time frame is what dictates speed and such for the most part. It can still be detected and countered either way. They can go up to short range. And the blast?? Hmmm, I think its safe to say A-Rank. But I'm ask scorps just to be sure.
