probably DLC the game ends at the end of the Kage vs Madara and edo tensei is released so i couldn't imagine the makers making a storm 4 just to pick up where they left off because it would maybe be as long as a quarter of storm 3 if storm 4 was made

Probably not. The game will most likely end after Madara fights the Kages/Kabuto vs Itachi and Sasuke.

Then when the manga is finished, there will be a Storm 3.5 or Storm 4.
